NEW YORK (AP) ? John Legend is engaged.
The singer's publicist said Tuesday that Legend proposed to his girlfriend, model Chrissy Teigen, recently in the Maldives.
No more details are being provided.
Legend has won nine Grammys and released four albums. Teigen was named "rookie of the year" in the Sports Illustrated's annual swimsuit issue last year. She also has a food blog.
Legend turns 33 Wednesday.

Says 2012 will be a bumpy year,' but the council is up to the challenge'
The Ukiah City Council will start 2012 with a new seating arrangement for its meetings and a new mayor, Mary Anne Landis, to run them.
"This is my first meeting to chair as mayor and I'm very excited about it," Landis said during the council's Dec. 21 meeting, reading a prepared statement that included lyrics from a Leonard Cohen song that she said were "pretty awesome," and would relate to what she thought the council would be facing in the coming year.
"Ring the bells that still can ring, forget your perfect offering, there's a crack, a crack in everything, that's how the light gets in," Landis read, adding, "I think 2012 is going to be a bumpy year, but we are up to the challenge, and I look forward to the challenges in 2012."
At the previous meeting, Council member Phil Baldwin nominated Landis as mayor and Council member Doug Crane as Vice-mayor. A change in the mayoral rotation two years ago when Landis said she wanted to pass on being mayor in 2011 sparked controversy and a protest from Crane last year, but the nominations were passed at the Dec. 7 meeting with a unanimous vote.
"I'm happy to be mayor," Landis said. "I'd be honored."
Also during her first meeting, Landis urged residents to seek out the city's new "Journey Map," a poster soon to be displayed at city hall that chronicles visually the steps the city has taken since 2008 to close a budget deficit that was projected
to reach $15 million by 2014."It is a pictorial image of what we've been through, the storms that we've weathered and the bold action that has been taken by the council to rectify the deficits that were projected for the city," Landis said. "We're not quite there, but much work has been done thanks to the focused effort of our council."
Landis described the council has having "a good base of knowledge here, thank goodness there are five of us," and closed her comments with: "Here is to the light we can shine on our little city."
A new arrangement for the council chambers was debuted for the meeting as well. In October, the council approved moving the table where city staff sits to where the speaker's podium was previously, and the speaker's podium to the center of the dais, facing the council.
Baldwin objected to the change because he said the seated audience would no longer be able see the speaker's face, but Finance Director Gordon Elton said "the intent of public comment is to address the council, not the audience," adding that the majority of governments he has worked for have their speaker's podiums in the center facing their boards. "The intent (of having the podium in the middle) is to put the speaker in front of the entire council, not just one member (as it is now)."
At the time, Assistant City Manager Sage Sangiacomo said the two cameras used to record the meetings will also be replaced soon.
"We do have money, less than $5,000, that's been budgeted for replacement of the cameras," Sangiacomo said, explaining that the goal is to have three cameras. Another change will allow people watching on their televisions or computers to clearly see Power Point presentations made by speakers.
"The fourth position will be a digital projection of the presentation, so people (watching at home) will be able to see a clear picture of what is being presented," he said.
The new cameras were not in place at the Dec. 21 meeting.

How the major stock indexes fared on Tuesday (AP)
Stocks were barely changed amid light holiday trading and mixed economic news Tuesday. Consumer confidence surged to an eight-month high, but home prices dropped in major cities. Sears plummeted after reporting that it would close more than 100 stores around the country.
The Dow Jones industrial average fell 2.65 points, or 0.02 percent, to 12,291.35.
The S&P 500 was up 0.10 points, or 0.01 percent, to 1,265.43.
The Nasdaq composite rose 6.56, or 0.3 percent, to 2,625.20.
For the year to date:
The Dow is up 713.84 points, or 6.2 percent.
The S&P 500 is up 7.79, or 0.6 percent.
The Nasdaq is down 27.67, or 1 percent.

Canadian retail sales increased by 1% to $38.6bn in October, a third consecutive monthly rise, according to Statistics Canada.
Gains were reported in seven out of 11 subsectors, representing 76% of retail sales. In terms of volume, sales were up for a third month in a row, rising 0.6% in October.
Motor vehicle and parts sales grew by 2% in October, boosted by 2.4% growth at new car dealers, which rose for a third straight month.
Other motor vehicle dealers industry also reported a 2.4% increase in sales. Automotive parts, accessories and tire stores sales rose by 1.6%. However, used car dealers reported a 2.9% decline.
Gasoline station sales climbed 1.8%, mainly reflecting higher prices at the pump. Food and beverage stores sales rose for a fifth consecutive month, rising 0.6% in October.
Clothing and clothing accessories stores sales were up by 1.9%. Jewelery, luggage and leather store sales grew by 3.5%.
Sporting goods, hobby, book and music stores sales rose 1.7%. General merchandise store sales, which account for 12% of total retail sales, fell by 0.5%.
Sales at furniture and home furnishings stores slipped for a second consecutive month, falling 0.8% in October.

Rare white Christmas graces Texas panhandle (Reuters)
AUSTIN, Texas (Reuters) ? A light dusting of snow in north Texas delivered a rare white Christmas to this drought-stricken state, but the majority of the nation was seeing mild weather on Sunday.
Snow showers glazed parts of the Northeast as well, with snowy road conditions cited as a factor in a two-vehicle traffic collision that left four men dead in the town of Palermo, Maine, on Sunday.
But weather forecasters said 99 percent of Americans would see more green and brown for their Yuletide celebrations -- along with plenty of rain, according to Accuweather.com.
Other extreme weather included freeze warnings posted in the farm-rich Central Valley of California, gale warnings near the Great Lakes, and high winds that claimed the life of a young girl and left thousands of homes without power in and around Seattle.
Tobiah Leonard, 9, was killed when part of a fallen tree crushed the roof of the sport utility vehicle she was riding in with her family en route to a holiday gathering on Whidbey Island, about 40 miles northwest of Seattle, said Keith Leary, a spokesman for the Washington State Patrol.
Her father, also a passenger in the SUV, was flown to a Seattle hospital with injuries to his back and neck from the freak accident but was expected to survive, Leary said.
The wet Christmas in the Texas panhandle and Permian Basin brought some cheer for drought-weary Texans, who were seeing snow in Lubbock and Amarillo on Christmas morning and rain in the eastern part of the state.
The worst drought on record in Texas this year stoked devastating wildfires, killed as many as half a billion trees, and prompted the most serious urban water-use restrictions ever in the state.
By mid-afternoon on Sunday, at least 4 inches of snow had fallen in Amarillo, making it the second snowiest Christmas in that city's history, National Weather Service forecaster Stephen Bilodeau said.
And with winter weather advisories in effect until 6 a.m. on Monday, there was a chance that Amarillo's record for snow accumulation might be broken before midnight.
Bilodeau said he would have preferred that the snow quit early and left the afternoon safer for Christmas Day travel.
"It's a little bit too much," he said. "The white Christmas through the beginning of the day was good, but now these poor people are getting out into this stuff. There have been a few accidents, and it's ruining a few people's day today."
Not so for native Texan and conservationist Don Alexander, 55, who was spending the holiday with his wife's family in Midland, and enjoying his very first white Christmas.
"The snow is a nifty bonus," Alexander said, as his college-aged daughter posted snow pictures on her Facebook page. "The snow will certainly make this particular Christmas memorable. Winter isn't very scenic in West Texas, so the layer of snow is a nice effect. The bad part is having to wipe down the dog's paws every time he goes outside and then back in."
Far to the north, public safety officials in Maine said four men were killed in a head-on crash between an SUV and another vehicle on a road made slippery by light snowfall in Palermo, about 60 miles northeast of Portland. Police said the collision ranks as Maine's deadliest traffic wreck this year.
Very little fresh snow was expected to fall elsewhere throughout the day on Sunday, according to Accuweather.com. But a storm in southern Ontario was forecast to move into Quebec on Sunday night and drop snow near the Great Lakes, with some accumulation likely overnight.
Residents from Watertown, New York, to Bangor, Maine -- many of whom are off work on Monday in observance of the Christmas holiday -- could wake up to an inch of snow on the ground Monday as that storm moves East.
The Weather Service posted a wind advisory for western Washington state on Sunday, warning of gusts reaching 50 miles per hour through mid-afternoon.
Utility companies reported some 32,000 homes and businesses without electricity in Seattle and the greater Puget Sound region during the day, mostly from tree limbs blown into power lines.
Most of the Pacific Northwest was experiencing mild weather on Christmas Day, while states like Colorado and New Mexico had lingering snow leftover from a pre-Christmas storm.

Messiah, A Holiday Tradition At Hastings College
Handel composed "Messiah" more than 250 years ago and for one Central Nebraska College a production of Handel's work has become a part of their holiday tradition.
Music historians say messiah was meant to be an Easter offering, but in America it's become a Christmas-time favorite, and one Nebraska College has been performing it every few years for more than 80 years.
For the Hastings College Music Department this year Christmas started in October - that's when they began rehearsing for their, production of Handel's Messiah.
The chair of the music department says this is the 25th production of Messiah since the first in 1928.
"We want each generation of Hastings College students to experience the Messiah either by participating in it as a member of the choir or the orchestra or part of the staff that helps us or attend it as a student, " Chair of Hastings College Music Department, Dr. Robin Koozer said.
High school and community choirs are also a part of the performance. Sophomore Hannah Jensen says this will be a chance for her to sing Handel's work as part of the college choir.
"I am really excited, I think it's a really great thing, and it's really awesome to see so many people involved in it. I was in it when I was in high school the last time they did it, so it's kind of a different experience being in it as a high schooler and now as a college student, " Sophomore Music Major Hannah Jensen said.
"Just the rehearsals with Dr. Mountford and the community choir, it's just been great, so enthusiastic and also learning how to sing Messiah kind of in the actual Baroque style," Junior Music Major Zachary Peterson said.
The music department says Messiah is one of the college's oldest traditions, and an event that helps draw students to the school - since many of Sunday's participants aren't even music majors.
"That is a draw at Hastings College that our students get to participate fully in things like Messiah - it's just one example of a huge number of amazing things that we do," Professor of Music, Dr. Fritz Mountford said.
Mountford says the production will also feature alumni guest conductors and soloists who now perform professionally.

Islander Richard Clarke clinches spot at London Olympic Games qualifier
A pair of Canadian sailors with high hopes for this summer?s Olympics in London has surged closer to their goal by placing 10th at a qualification event in Australia over the weekend.
Salt Spring?s Richard Clarke and Quebec?s Tyler Bjorn had been in fifth place overall until a penalty incurred late in a multi-day Star-class race series in Perth dropped the pair to 10th spot.
Given their successful racing season to date, Clarke and Bjorn had mixed emotions when the two-week competition wrapped up on Dec. 17.
?We are quite happy to have the Olympic qualification out of the way. We never doubted we would do it, however, this event highlighted some of our weaknesses so we have some hard work ahead to make the podium in London,? Clarke said.
Qualifying for the Games more than six months before race day affords the sailors a chance to focus attention on tuning up those weaker spots and fundraising for training, travel and support staff.
?We are happy getting the qualification out of the way as early as we could here,? said national team coach Steve Mitchell. ?It?s one more step on the way to the podium in Weymouth (sailing venue for the London 2012 Games) and was always our main goal here in Perth.
?Our program has always been about the long game, with one goal at the end. Now the hard work really starts.?
Clarke and Bjorn will head home for the holidays, but there won?t be much relaxing before their 2012 training season starts in January in Florida.
?It?s important to not have large gaps in our training so we continue our evolution into a top-three team,? Clarke said.
?Unfortunately it all comes at a significant cost.?Boats are $90,000, shipping them across oceans is $10,000, charter fees are $8,000. Add to that flights, hotels, food, sails, masts and other equipment and you can see why it costs $500,000 in an Olympic year to compete at the highest level.?
Clarke and Bjorn are still $150,000 short of their 2012 training budget.

Washington cuts families? heat to fuel Afghan war

The U.S. government will be spending generously on fuel over the winter. But millions of families will still have their heat cut-off.
The Wall Street Journal reported Dec. 6 that the Pentagon spends a shocking $400 per gallon on fuel in Afghanistan. The exorbitant price tag is a result of the expensive logistics involved in parachuting fuel from military cargo planes to remote areas of Afghanistan.
The Pentagon has had no trouble at all getting government assistance for its fuel needs. But hard-working families in need of fuel to stay warm during the harsh winter season have not been so lucky.
In November, President Obama authorized a 47 percent cut for the Low Income Home Energy Assistance Program?s budget. The average cost of heating oil for a home is expected to hit $2,535 this winter season, a whopping 45 percent jump from $1,752 two years ago. (CNN Money, Dec. 4)
At a time when the Census Bureau reports half the U.S. population is officially poor or low-income, many will go without heat this winter. For many, especially the elderly, access to heat can be a matter of life or death.
According to a case study by the University of Maryland?s School of Public Policy, a Mine Resistant Ambush Protected vehicle gets as little as three miles per gallon. The cost of fuel for a short 20-mile trip by one of these widely used U.S. military vehicles is more than enough to keep an entire family warm for the whole winter season.
The Wall Street Journal reports that the Pentagon is ?stuck with the expense for the foreseeable future.?

It does not take a military analyst to realize the cost of fuel in Afghanistan would drop to zero by withdrawing all troops from Afghanistan now. That would be the democratic thing to do, as the majority of people in the United States, including inside the U.S. military, are opposed to the war in Afghanistan and want it to end. Ending the unpopular, deadly occupation could put an immediate end to the unpopular, deadly cuts to families? heat subsidies.
In fact, by putting an end to all U.S. wars and occupations, billions of dollars would become instantly available for not only heat but a vast array of social needs?health care, housing, education and job creation.
When the generals and politicians repeat their ?support the troops? mantra when demanding a blank check for the military budget, they are not talking about anything that actually benefits us and our families, but the funneling of billions of our tax dollars into the military-industrial complex. Those funds are sucked out of the communities we come from, the social programs that help our families and neighbors, and the notoriously substandard services for veterans, such as job programs and mental health treatment.
There are very real reasons for the sharp cuts in social spending in the United States. It?s a stratospheric military budget that serves only the needs of the oil giants, the defense contractors, and the Wall Street banks. It?s the relentless pursuit of ever greater corporate profits. It is the unwillingness of the 1% to pay for the economic crisis they created or end the hopeless, unpopular war they started.
Lack of money does not make the list.
We have entered a period of a renewed people?s movement consisting of working families, veterans, active-duty troops, students and everyone affected by this system in service of the 1%. A new generation of activists is in motion. It is the 99%, uniting from all sectors of society that has the power to end the insane squandering of our lives and our resources by the millionaire politicians.
End the war in Afghanistan now! Fund jobs, education, housing and health care!

Corrected: Zhang, Bale blossom together on "Flowers of War" (Reuters)
LOS ANGELES (Reuters) ? In 100 years of Chinese film, "The Flowers of War" is the first major title to feature a western movie star. It earned a Golden Globe nomination for best foreign language film, and is China's entry for Oscars.
Budgeted at $100 million, "Flowers of War" stars Oscar-winner Christian Bale as John Miller, an opportunist mortician on the run in 1937 as the Japanese are invading the province of Nanking, now known as Nanjing. The Japanese occupation led to the deaths of thousands of Chinese citizens and came to be known by some as the Rape of Nanking or the Nanjing Massacre.
In the film, which has a limited U.S. release this week before opening nationwide in 2012, Bale's character must save a group of schoolgirls from the clutches of the Japanese. At the same time, he falls in love with a Chinese courtesan.
Bale and Chinese director Zhang Yimou, who communicated through an interpreter while making the film, talked with Reuters about overcoming cultural barriers and revisiting an infamous episode of China's past. (The interview took place before Bale's recent run-in with Chinese officials.)
Q: This is your first time working with a western film star. Did the collaboration meet or defy your expectations?
Zhang: "First, I'm amazed at how low key and humble Christian is. The stereotype that Chinese have of Hollywood actors is they probably have an entourage and assistants. So that's definitely changed how I viewed Hollywood actors. And also Christian didn't want to stay in a five star hotel either. He lived right above me, lived with everybody else, with the crew members. And another thing is Christian gave up his weekends to work with us because we work seven days a week."
Bale: "But this seven-day week schedule became something I quite enjoyed cause I liked the momentum. Yimou is top dog in his profession, and he genuinely seemed to have a great deal of humor and laughter on the set. I didn't always know what the laughter was about but I would laugh with them. I hope they're not all laughing at me! I felt surrounded by good friends and even if I didn't understand nuances of what was being discussed, I got the essence in the presence of people."
Q: Do you find that your shared experience in filmmaking was enough to communicate despite the language barrier?
Bale: "There would be moments where Yimou would come to me and we would work it out between the two of us. And sometimes with a scene it's very small adjustments that were being asked for and I could understand from body language. And I always was convinced Yimou spoke a little bit of English, more than he ever let onto. So we'd experiment and see how it works out and sometimes it did and sometimes it didn't."
Q: How are Western actors different than Chinese?
Zhang: "Each line Christian offered three or four different ways, which is very unusual because Chinese actors normally cannot pull that off. Screening the film for a western audience I realized that the first one-third of the movie, audiences would laugh at Christian's lines. That actually surprised me because when I wrote the script in Chinese, I didn't think that was humorous, but clearly Christian added other layers to it."
Q: I understand Zhang asked you to stand before the cast and give them acting tips but it proved awkward.
Bale: "I always think it's bad to try to alter anybody else's experience. Apart from that, it's not my job. That's the director's job. And I love very much working with actors who either have no experience or very little experience. The thing that I liked so much was the freshness that they brought in terms of this is something new but there's no consideration of this being anything that they would continue with."
Q: The movie is set around an atrocity by the Japanese that rivals in brutality what the Nazis did in Europe. Why do you think the world hasn't held the Japanese accountable?
Zhang: "Maybe the international community doesn't know much about Nanjing because China, at that time, was really far behind, and they didn't have enough voice or power to actually speak out for themselves. For me, rather than arouse sad feelings, the goal of the movie is to make people see the good side of humanity and bring peaceful feelings to an audience."

Greek weekend strike to shut down museums
ATHENS, Greece (AP) ? Greek guards say scores of archaeological sites and museums across the country will be shut down over weekends beginning at Christmas as they strike to protest the lack of extra weekend pay.
The guards' association says in a statement Thursday it has not been paid extra for working weekend shifts for over two months.
It says workers will keep the weekend strike going until the ministries of culture and finance solve the problem.
Greece has been kept solvent only through international bailouts since May 2010.

Judge tosses lawsuit over Jimmy Kimmel sketch (Reuters)
NEW YORK (Reuters) ? A New York court has dismissed a lawsuit by a man dubbed the "Flying Rabbi" against TV network ABC and late-night talk show "Jimmy Kimmel Live" over its use of the man's image in a parody involving basketball star LeBron James.
At a taping for the ABC show on August 10, 2010, host Kimmel told audiences that James had met with Rabbi Yishayahu Yosef Pinto to seek "business advice" -- a meeting which had in fact occurred that month, according to the website TMZ.
Kimmel then told the audience he too met with Pinto, and he showed a video of himself in a car talking with an individual dressed in Jewish religious clothing and speaking in a different language.
In fact, Kimmel never spoke with Pinto. The footage of the conversation was assembled using a video of Kimmel in his car spliced together with footage of the plaintiff, Brooklyn, New York's David Sondik, taken from a series of YouTube videos showing Sondik greeting people on the street and talking animatedly. The videos refer to Sondik as the "flying rabbi."
Sondik, described as a "neighborhood character" by his attorney Robert Tolchin, objected to the show's use of his image. He sued in December 2010 accusing the Kimmel show of falsely presenting him as Pinto and failing to seek his permission before turning him into the butt of the joke.
Because "Jimmy Kimmel Live" is produced and filmed in California, Sondik sued under California law -- which recognizes a common-law right to sue based on an invasion of a person's right to privacy.
But in a ruling December 14, Justice David Schmidt disagreed and dismissed the suit, holding that it must be brought under New York law because Sondik lives in New York and the alleged injury took place in the state. New York law does not recognize common-law actions based on violations of privacy or publicity rights, Schmidt noted.
In his ruling Schmidt also said New York law allows unauthorized use of an individual's image for "newsworthy events or matters of public interest."

The judge also dismissed Sondik's claims of defamation against Kimmel.
"Even though plaintiff is not a public figure, there is no allegation in the complaint or inference that can be drawn from the DVD suggesting that the use of plaintiff's clip was mean-spirited or intended to injure such that its use would be excluded from First Amendment protection," Schmidt wrote.
Tolchin said his client intended to appeal the ruling that Kimmel's use was protected by the "newsworthiness" of the James story.
"A story about LeBron James and Rabbi Pinto is perfectly valid, you can put that on the news," Tolchin told Reuters in an interview. "But my client is a private citizen. Jimmy Kimmel took my client's image and said it was Rabbi Pinto, which he isn't. That's a lie."
"My client was the butt of the joke and made to look like a fool in front of millions of people," Tolchin said.
Calls to an attorney and a network representative for "Jimmy Kimmel Live" were not immediately returned Wednesday.

Oil rises above $98 after US crude supply drop
SINGAPORE (AP) ? Oil rose above $98 a barrel Wednesday in Asia after a report showed U.S. crude supplies fell more than expected, a sign demand may be improving.
Benchmark crude for February delivery was up 80 cents to $98.04 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The January contract, which expired Tuesday, rose $3.34, or 3.6 percent, to finish at $97.22.
In London, Brent crude was up 25 cents at $106.98 on the ICE futures exchange.
The American Petroleum Institute said late Tuesday that crude inventories rose 4.6 million barrels last week while analysts surveyed by Platts, the energy information arm of McGraw-Hill Cos., had predicted a drop of 2.3 million barrels.
Inventories of gasoline slid 2.8 million barrels last week while distillates dropped 400,000 barrels, the API said.
The Energy Department's Energy Information Administration reports its weekly supply data later Wednesday.
Evidence the U.S. economy is improving also helped extend Tuesday's gains in the oil price. U.S. retailers said that holiday sales jumped last week, while the government reported a surge in apartment construction and building permits in November.
Some analysts remain pessimistic about the global economy and expect a slowdown to undermine demand for commodities.
"We expect the problems in the eurozone to escalate and global growth to remain sluggish, maintaining the downward pressure on the prices of commodities," Capital Economics said in a report.
In other energy trading on the Nymex, natural gas rose 0.2 cent to $3.13 per 1,000 cubic feet. Heating oil added 1.7 cents to $2.88 a gallon and gasoline futures were up 1 cent to $2.59 a gallon.

Panetta says Libya faces long, difficult transition (Reuters)
TRIPOLI (Reuters) ? Defense Secretary Leon Panetta told Libya Saturday it faced a "long and difficult" road in moving on from 42 years of one-man rule and uniting the fractious rebel groups that overthrew Muammar Gaddafi.
Panetta became the first U.S. defense secretary to visit Libya when he arrived in the capital Tripoli to meet an interim leadership struggling to assert control two months after Gaddafi was captured and killed.
Addressing a joint news conference with Prime Minister Abdurrahim El-Keib, Panetta said Libya faced tough challenges in uniting the forces that toppled Gaddafi, securing arms caches and building an army, police force and democratic institutions.
"This will be a long and difficult transition, but I am confident that you will succeed," he said.
Asked about the militias that wield the real power on Libya's streets, Panetta said: "I'm confident they (the interim leaders) are taking the right steps to reach out to all of these groups and bring them together so they will be part of one Libya and one defense system."
"I have a good sense that they know how to deal with it."
Keib's government won a welcome boost Friday when the U.N. Security Council lifted sanctions on Libya's central bank and a subsidiary, clearing the way for the release of tens of billions of dollars held overseas to ease an acute cash crisis.
The United States said it had unblocked more than $30 billion in Libyan government assets.
The Libyan leadership sorely needs the overseas funds to pay public sector workers, start the long process of rebuilding and to bolster its authority over the militias.

Jason, her former agent, boyfriend of several years, and best thing to happen to her probably ever, is planning to get down on one knee and make it official.
Britney reportedly is aware of his plans, as they've talked about it for some time already, and he already bought her a ring, so it won't be a huge surprise.
Just an AWESOME moment.
Her conservators (dad Jamie and her attorney) have given their stamp of approval, and the matter will go before a judge, who will almost certainly sign off.
Jason Trawick did it the old fashioned way, asking Jamie Spears for permission to marry his daughter. A big fan of his from the start, Jamie happily obliged.
When the time comes to tie the knot, there will be a prenup involved and Jason is said to be perfectly fine with that. He just wants to marry his girl. Aww.

Intel not planning to run around and desert USB as Ivy Bridge gets 3.0 certification
A few months back, there was some concern that Intel's Ivy Bridge chipset wouldn't come with USB 3.0 certification -- planning to push its proprietary Thunderbolt standard instead. The company acted quickly to soothe the panic of gadget fans concerned they'd have to replace their new external HDDs, but the USB Implementers Forum didn't say much beyond the odd nasty snipe at the new technology. Fortunately, the crew at the USB-IF have now given their blessing toward the union 'twixt 22nm processor and super-speed universal serial bus. Poll: Most Americans want payroll tax extension (AP)
WASHINGTON ? Most Americans want Congress to vote to continue the payroll tax reduction, according to a new Associated Press-GfK poll that comes as Democrats and Republicans wrestle over whether to extend the cut through 2012.
It's the latest instance in which lawmakers on Capitol Hill have allowed partisan sniping to hold up a measure to put in place a policy that most Americans support, like ending the Bush tax cuts, cap and trade, and a surcharge on millionaires.
The dragged-out debate over whether to extend an expiring payroll tax reduction is one of many developments that have kept voters furious with their leaders all year. On the brink of the 2012 presidential and congressional elections, virtually all Americans are disappointed and frustrated with the political scene and nearly 6 in 10 say they are angry, the AP-GfK survey showed.
"It seems like there are parties that only want to get their agenda done," said liquor store owner James Jacobsen, 47, of East Hartford, Conn. "They're catering to special interests and not Americans. They are not representing the individual American."
Nearly 6 in 10 respondents say they want Congress to pass the extension, according to the poll. Letting the payroll tax break expire would cost a family making $50,000 about $1,000.
Yet, Republicans and Democrats are rejecting each other's proposals and trying to make law from what's left, a tactic they've used all year on debates over the budget and the nation's debt. The stalemates have caused a decline in confidence so severe that 15 percent of all adults and 32 percent of political independents say they don't trust either party to manage the federal budget deficit.
Economic discontent has spilled over into the political sphere all year and could influence the 2012 presidential and congressional elections. Occupy Wall Street and other protests against inequality have grabbed some attention from politicians, with Democrats the most supportive. Last week, a group of demonstrators camped out on the National Mall, crashed stately holiday parties and marched on Capitol Hill, demanding that Congress extend the payroll tax and insurance for the long-term unemployed.
On the payroll tax deduction, 58 percent of respondents said they want Congress to extend the break, while 35 percent want it to expire.
Democrats and independents are the strongest supporters of continuing the tax cut, while Republicans were evenly divided. But the difference is more partisan than ideological: Conservatives supported an extension, 54 percent to the 42 percent who prefer to let the reduction expire.
Those with annual incomes below $50,000 more strongly support the extension compared with higher-income respondents, and seniors were more likely than younger adults to back the extension.
On Wednesday, there was little sign Congress was listening.
Democrats who control the Senate rejected a GOP-ruled House plan to extend the payroll tax cut and unemployment benefits, but only with cuts to spending and sped-up approval of an oil pipeline. The Senate is crafting its own proposal in response.
If an agreement is not reached by the end of the year, payroll taxes will jump on Jan. 1 from this year's 4.2 percent back to their normal level of 6.2 percent.
Americans are virtually out of patience, the polling shows. And their distrust crosses party lines.
"I really don't feel that they are having the best interests of us as a people," said Rogersville, Tenn., resident Andrea Stafford, 38, a single mother of two who has been unemployed since the summer.
"And when I say people," she added, "I don't mean millionaires and government officials. I'm talking about the normal person who gets up and fixes their children's lunch and has to take off work when their child is sick because we don't have nannies."
The AP-GfK poll found congressional approval near its all-time low and nearly all Americans disappointed with politics. Eighty-four percent of the respondents disapproved of the way Congress is doing its job, with at least 8 in 10 Republicans, Democrats and independents feeling that way.
As for how to balance the federal budget, more now favor cutting government services as the best means to bring federal spending into balance. Sixty percent think lawmakers should focus on budget cuts over tax increases. That figure had been as low as 53 percent in August, during the showdown over raising the country's debt limit.
The biggest shift on that question has come from independents. In the August poll, 37 percent said lawmakers should focus on increasing taxes and 42 percent said cutting services. Now, that divide stands at 28 percent for raising taxes and 59 percent for cutting services.
The Associated Press-GfK Poll was conducted Dec. 8-12 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,000 adults nationwide and has a margin of error of plus or minus 4 percentage points.

IEA warns high oil prices threaten global economy (AP)
SINGAPORE ? High oil prices threaten to worsen a global economic slowdown and crude producers should consider boosting output, the chief economist for the International Energy Agency said Wednesday.
"The current high oil prices have the potential to strangle the economic recovery in many countries," Fatih Birol said in a speech Wednesday in Singapore. "I hope that high oil prices don't slow down Chinese economic growth and the negative effect that would have on the global recovery."
Crude has jumped to $100 a barrel from $75 in October amid signs the U.S. economy will likely avoid a recession. Most economists expect global economic growth to slow next year as Europe's debt crisis threatens to drag the continent into recession.
Birol suggested crude producers should boost output amid growing demand in developing countries and falling inventories in wealthy nations.
The Organization of Petroleum Exporting Countries is meeting later Wednesday in Vienna to decide whether to change the cartel's output quotas.
"I'm sure OPEC knows much better than me what to do," Birol said when asked if OPEC should raise output. "But seeing that oil prices are still high today and the negative effect that has on the recovery of the global economy, I hope the energy producing countries will take these things into account and make their decision accordingly."
Birol said crude prices could rise to $150 by 2015 if oil-producing countries in the Middle East and North Africa don't invest $100 billion a year to maintain existing fields and develop new ones.
More than 90 percent of global crude production growth during the next 20 years will come from that region, led by Saudi Arabia, Iran, Iraq, Kuwait, Algeria and United Arab Emirates, Birol said.
"Recent developments, including the Arab Spring, have changed the mindset of many governments," Birol said "In some countries, oil investments have been diverted to social spending. Oil policies are taking on a more nationalistic tone, which means not to increase production as much is needed in the world market."
